This exists because aircraft cargo holds are limited by both weight capacity and available space, so carriers need a way to charge fairly for cargo that takes up more room than it weighs.
In practice, this means light, bulky goods — packaging materials, textiles, plastic components, and similar low-density products — can occupy the same hold space as a much heavier, denser shipment while weighing only a fraction as much on the scale.
